Advanced Nuclear Fuel Growth Constrained by HALEU Supply

Summary

BWXT and Lightbridge say commercial HALEU supply now limits advanced nuclear fuel expansion, as BWXT stretches its TRISO line and Centrus capacity waits for 2029.

BWX Technologies (BWXT) and Lightbridge (LTBR) both said on their November 2, 2026 third-quarter calls that commercial HALEU supply now limits how far they can expand advanced nuclear fuel production. BWXT had just won military and commercial fuel orders; Lightbridge had a faster approval path for a pilot plant. Both named feedstock as a condition they still have to solve. [1][3]

Why microreactor fuel needs two supply locks

Advanced reactors, including microreactors, depend on two steps in the fuel chain, and a shortage at either one delays a project. Upstream, an enrichment plant raises the uranium concentration to make HALEU (high-assay low-enriched uranium), which is more enriched than fuel for conventional nuclear plants. Downstream, a fuel fabricator turns that feedstock into fuel a reactor can load. One example is BWXT's TRISO fuel, which consists of uranium particles wrapped in several coating layers. A reactor developer has to secure supply from both steps.

Until recently, fabricators mostly worried about whether demand would arrive. In the second quarter of 2026, BWXT was still evaluating a commercial TRISO plant in Wyoming with Kairos and tied that decision to programs such as Janus. [2] By the third quarter, BWXT had been selected for the US Army's JANUS program, which aims to install more than 20 microreactors across five military bases. It also signed a multi-year agreement to supply an initial one metric ton of TRISO fuel to Antares, its first large-scale commercial customer. [1] Once orders become contracts, fuel has to be locked in years ahead, and the constraint moves upstream to feedstock.

BWXT stretches an existing line while Lightbridge's feedstock deal is non-binding

BWXT is expanding its existing line first and will decide on a new plant later. Its Lynchburg TRISO line produces a couple hundred kilograms a year, enough to fuel the full core of the Pele reactor, the Antares demo and a few undisclosed customers. [1] Management said technology changes, some added capacity and operational improvements can at least quadruple the facility's output. [1] For a larger new plant, CEO Rex Geveden named two conditions: concrete, significant future demand and commercial HALEU availability. [1]

Lightbridge's progress came from the approval side, but it also depends on feedstock. The company develops metallic fuel for today's commercial nuclear plants. It is building a dedicated pilot facility under DOE authorization, which it expects to shorten the timeline for lead test assemblies, the small batches of fuel tested in commercial reactors. [3] Lightbridge said the pilot factory and lead test assemblies will need qualified uranium feedstock, including HALEU and uranium metal, and that fuel material must be arranged years in advance. [3] Its memorandum with Quadrant Nuclear Industries is non-binding and sets no pricing, quantity or exclusivity. [3]

Scarce HALEU enrichment pushes developers to prepay

Centrus is the only licensed US producer of commercial HALEU, and its new capacity starts in 2029. [4] Centrus said developers' HALEU offtake commitments generally include prepayments. It reported a $4.5 billion backlog, of which about $3 billion is contingent LEU and HALEU enrichment sales. [4] Antares shows how the two layers are secured separately: it ordered fuel fabrication from BWXT and signed a separate multi-year HALEU contract with Centrus that includes prepayments to support expanded capacity. [1][5]

If this split holds, companies with feedstock can keep expanding, while those without it stretch old lines or postpone plans. X-Energy (XE) is the counterexample. It holds 7.6 tonnes of DOE-allocated HALEU plus enrichment contracts with Centrus and General Matter, so it is still building a new TRISO plant. [6] The conclusion has limits. One disclosing company was moved by orders and the other by approvals, and Lightbridge's fuel is not for microreactors. Useful tests ahead: BWXT's Lynchburg expansion and any new-plant investment decision, whether Lightbridge signs a binding feedstock agreement, and whether Centrus's new capacity starts on schedule.

Companies exposed to the HALEU bottleneck

  • Centrus Energy (LEU): The only licensed US commercial HALEU producer sits at the feedstock layer. If fabricators and developers all need to lock in feedstock early, its enrichment capacity is what they compete for, but new capacity arrives in 2029 and a large share of the related sales is still contingent. [4]
  • Oklo (OKLO): Oklo is developing HALEU-fuelled Aurora reactors and has a Centrus letter of intent covering up to five units from 2029. Management calls fuel one of the most important constraints on deployment. Supply beyond the letter of intent is not locked, and Oklo also uses plutonium and other bridge fuels, so its schedule depends on securing feedstock. [7]
  • Fluor (FLR): The engineering contractor booked the engineering, procurement and construction award for Centrus's enrichment facility in the second quarter of 2026, with revenue mostly from 2027 onward. Enrichment build-out funded by prepayments and government money could become engineering revenue, but this business is small and mostly tied to conventional LEU. [8]

So we need the precipitation of concrete, significant demand in the future, and we also need to see HALU become available commercially. And those are two important gates, and we'll get to that decision as that becomes clearer.
