US Grid Equipment Ban Puts Battery Cells at the Center
The August 26 US grid equipment order covers battery storage, placing new orders, cell sourcing and project costs under scrutiny.
On August 26, 2026, a White House executive order barred certain new acquisitions, imports, transfers and installations of foreign-produced equipment in critical US power systems. The covered list includes grid-connected inverters and battery energy storage systems, making battery-cell sourcing a potentially larger issue than transformers.[1][2]
The order applies to transmission systems at 69 kV and above, excluding local distribution. Transactions initiated by August 26 are grandfathered. The Department of Energy must issue rules within 120 days and may publish a list of prequalified equipment and vendors.[1]
Why battery cells may be the binding category
This is a prohibition, not a tariff. A covered buyer cannot pay a higher duty and continue; it must change vendors, obtain a license or rely on a narrower final rule.
The import mix shows where substitution matters. In 2025, the US imported $11.70 billion of lithium-ion batteries, $2.31 billion of static converters and $845 million of battery parts from China, compared with roughly $262 million across three large liquid-dielectric transformer categories. Batteries represented about 84% of that covered China-sourced value, while the transformer categories were below 2%.[3]
Grandfathering protects existing contracts, so new order intake should move before reported revenue. Integrators may need to change cell origin, while project owners recalculate capex per MWh and returns on fixed-price contracts.
Companies that may be affected
LG Energy Solution (373220.KS) has US cell capacity and reported 47.6% average utilization across its production base in 2025. Its Ohio joint venture with Honda began mass-producing storage cells in July 2026.[4][5] If Chinese-origin cells are excluded, US lines may gain volume, but the result depends on DOE's definition of foreign-produced equipment.
Canadian Solar (CSIQ) generated $1.37 billion, or 24.5% of FY2025 revenue, from battery storage. Management said about 40% of the business was in the US, while new compliant cell and SolBank lines are scheduled for the first half of 2027.[6][7] Grandfathering may protect roughly $3.5 billion of backlog, but new US orders, margins and delivery timing may come under pressure.
Ormat Technologies (ORA) has both operating storage assets and projects under construction. It reported 497 MW/1,888 MWh under construction and development and a US pipeline of about 2.5 GW/10 GWh. Its CFO previously said Chinese inverters could still be bought with remote connectivity disabled.[8] A prohibition on acquisition and installation may remove that workaround and raise project costs, while the operating fleet could benefit if new supply becomes scarcer.
How to verify the chain
The decisive document is the DOE rule due around December 24, 2026. It must show whether origin follows final assembly or producer ownership and which vendors qualify.[1] Before then, watch Canadian Solar's US orders and Ormat's project capex disclosures.
The chain weakens if US- or Vietnam-assembled systems using Chinese cells qualify, if licenses are broad, if courts narrow the order, or if new US capacity removes the shortage during 2027.
