Bavarian Nordic, SIGA: Vaccine Buyers Shift to Standing Budgets

Bavarian Nordic, SIGA, Emergent and Valneva told August 2026 calls that sovereign and multilateral budgets, not outbreak awards, now drive vaccine orders.

Between August 5 and August 21, 2026, Bavarian Nordic (BVNKF), SIGA Technologies (SIGA), Emergent BioSolutions (EBS), Valneva SE (VALN) and Kamada (KMDA) each said on their quarterly earnings calls that government vaccine procurement is shifting from outbreak-triggered emergency awards toward standing budgets. The buyer that matters now is a sovereign or multilateral agency ordering on its own budget cycle, and the delayed leg is the US federal contract [1][2][3][4][5].


The business used to run on outbreaks and now runs on framework contracts

Medical countermeasures — smallpox and mpox vaccines plus the antivirals that go with them — have no retail market. They are sold to government stockpiles. Ordering used to be event-driven: an outbreak appears somewhere, the US Biomedical Advanced Research and Development Authority (BARDA) releases funding, a supplier books one large award and then waits for the next one. A framework contract the EU signed on October 31, 2025 changed the pattern. Twenty member states and other European countries can call off up to 8 million doses of smallpox and mpox vaccine over four years [6], each replenishing on its own budget schedule without waiting for an outbreak declaration. The metric a supplier watches moves from the outbreak calendar to the forward order book.


Contracts already signed say more than this quarter's revenue

Bavarian Nordic said DKK 2.3bn of 2026 contracts are already secured and DKK 800m is already in the 2027 book, and management re-based the long-run floor for the business to roughly DKK 2bn a year. The reason it gave was repeat business from existing customers rather than a new outbreak [1]. The two largest recipients of product in the quarter were the US government and the EU's Health Emergency Preparedness and Response Authority (HERA) [1].

The US leg is the slow one. SIGA said its replacement contract remains unsigned, held up by an HHS reorganization, the transfer of its contract to another department and unfilled leadership positions — administrative steps rather than demand. At the same time it is pursuing an international contract targeted for delivery by March 2027 [2]. Emergent BioSolutions put expanding international medical countermeasure orders first among four growth priorities, and held its outlook for that business while cutting full-year total revenue guidance [3].

On the out-of-pocket travel side, a traveler has one fixed budget before a trip and a clinician helps rank what goes into it. Rabies moved up that ranking because the consequences of infection are severe. Bavarian Nordic grew rabies vaccine sales 40% in the first half against category growth above 20% in its two core markets [1], and Kamada said US end-user utilization of its rabies immune globulin is rising significantly, with supply now above its distributor's contractual minimum [5]. Out of the same wallet, Valneva's chikungunya vaccine fell to EUR 4.4m in the first half from EUR 7.5m, and the company began redirecting it toward low- and middle-income endemic countries [4].


Price per dose drifts toward tender levels, and revenue certainty comes from the order book

Once the buyer is a standing budget or a multilateral agency, the seller's competitive position moves. Having product on hand when an outbreak arrives still matters, but being inside a framework contract ahead of time matters more. The cost is price: multilateral agencies buy through open tender, so price per dose drifts toward tender levels while individual orders scale up to campaign size.

There are boundaries on this reading. Bavarian Nordic itself described the same EU framework on November 1, 2025 as an encouraging start toward a DKK 1.5-2bn base preparedness business "consistent with previous guidance" [7], which makes this a condition that has been running for several quarters rather than a turn that appeared this quarter. Management also attributed part of the 40% rabies growth to wholesalers building safety stock [1]. What can be checked later is whether the 2027 forward order book keeps thickening, and whether SIGA's international contract is actually signed.


Which companies this change touches

  • GeoVax Labs (GOVX): the only other developer of a comparable smallpox and mpox vaccine, which said on its November 13, 2025 call that it could end the single-supplier structure of that vaccine's supply [8]. The high-margin repeat-order logic above assumes one qualified supplier; a second one could turn a standing framework into a priced tender.
  • MediWound (MDWD): its burn debridement product is also carried in the US Strategic National Stockpile, an analyst on the August 13, 2026 call referred to its BARDA contract lapsing and being re-signed, and management's own sequencing is EU approval first and government stockpiles after [9] — the same split between a slow federal leg and a faster sovereign one.
  • EuBiologics (206650.KQ, listed in Korea): the only public-market cholera vaccine supplier, holding a UNICEF award for 72 million doses worth USD 108.3m at USD 0.70-2.00 per dose [10], which serves as a reference for what a dose is worth once the buyer is a multilateral agency.
