Novonesis (NVZMF), Green Plains (GPRE): Ethanol Blend Mandates Set Enzyme Demand

Novonesis and Green Plains say ethanol demand growth now comes from blend mandates in Brazil, India and Indonesia, lifting per-liter enzyme volume.

In August 2026, enzyme maker Novonesis (NVZMF) and ethanol producer Green Plains (GPRE) each told investors that the growth in fuel-ethanol demand is coming from higher gasoline blending mandates in Brazil, India and Southeast Asia. Novonesis went further and said US policy changes are excluded from its own growth projections and long-term plans.

Every extra liter of mandated ethanol has to be fermented somewhere

Fuel ethanol is made by fermenting corn starch or cane sugar into alcohol, which is then blended into gasoline. When a country sets the share of ethanol that gasoline must contain, it also sets how many liters have to be fermented each year. Ethanol plants do not make the enzymes and yeast that fermentation requires; they buy them from suppliers such as Novonesis, and the dose per liter fermented is broadly fixed.

The incremental demand used to depend on the United States, the largest ethanol market, where the blend level is set by federal renewable-fuel policy. The countries now moving the number are elsewhere. Brazil raised its mandatory blend from 30% to 32% on a temporary basis on 14 July 2026 [2], India granted legal recognition to 100% ethanol fuel in June [3], and Indonesia has legislated a 20% blend by 2028, which needs roughly 4 million kiloliters of ethanol a year [4]. These decisions sit with energy-security and agriculture ministries. Once the blend percentage is fixed, so is the volume of enzymes and yeast that goes with it, and the country the plant is built in does not change that arithmetic.

Double-digit energy growth while US policy is left out of the plan

On its 20 August call, Novonesis said that even if year-round E15 gasoline is approved in the US, it is not counted in current growth projections or long-term plans, and it named Brazil, India and several Southeast Asian countries as the actual sources of demand [1]. On the same call, the Agriculture, Energy and Tech division that houses this business showed growth moving from flat in the fourth quarter of 2025 [5] to 5% in the first quarter of 2026 [6] and 7% in the second, with double-digit growth in the energy line [7].

Green Plains described the same rule from the production side. On its second-quarter call it said US ethanol exports ran at about 2.4 billion gallons last year, with 2.5 billion possible this year and next, going to Canada, Europe, South America and the Far East — the markets that have been raising their blend levels [8]. One company sells enzymes and the other sells ethanol, and their businesses do not overlap, but they locate the incremental demand in the same place.

The ministries setting the growth rate are no longer in Washington

Once revenue is tied to mandated fermentation volume, swings in US policy matter less to the order book, and the supplier starts spending against that view. Novonesis announced on 10 August that it would buy the remaining stake in MicroBioGen, the bioethanol yeast company [9], and it plans to invest INR 25-30 billion in Maharashtra, India, to expand capacity, with biofuels named first among the intended uses [10].

The boundary worth keeping is that this reads more like confirmation of an existing trend than a fresh turn. On its February full-year call the company already said 2026 growth would be led by energy [5]. It has also placed guidance for the division that contains this business at the low end of the 7-8% full-year range, with weak US farm economics still weighing on the plant agriculture business inside it [7]. The US side is not settled either: E15 legislation was still stalled in the Senate as of 20 August [11]. The measures to watch next are this division's quarterly growth rate and whether the energy line stays in double digits [7].

Companies exposed to the same mechanism

  • Angel Yeast (600298.SH): A listed company paid on the same per-liter basis, making bioethanol yeast and starch-processing enzymes, with plants in China, Egypt and Russia, so it faces the same mandated fermentation volumes [12].
  • China New Energy (01156.HK): The ethanol capacity Indonesia and India still have to build needs engineering, and this Hong Kong-listed company supplies design, equipment and commissioning for ethanol production systems, with China, Myanmar and Indonesia among its stated markets — a step earlier in the chain than the enzyme [13].
  • COFCO Biotechnology (000930.SZ): China's E10 blend has not been raised in this round. As a listed domestic fuel-ethanol producer, it is the falsification test for the argument: if mandated blend levels really do set volume, its ethanol volumes should stay where they are [14].
