LTRCF and TABCF Tie Retail Pay to Customer Accounts

Tabcorp retained venues representing 97% of historical turnover, while The Lottery Corporation is negotiating retailer terms around customer registration.

In August 2026, The Lottery Corporation (LTRCF) and Tabcorp Holdings (TABCF) both linked their physical retail networks to registered customers, participation and omnichannel activity in full-year earnings calls. Tabcorp's new model already covers venues representing 97% of historical turnover, while The Lottery Corporation is still negotiating its commission structure.[1][2]


Retail outlets are becoming customer-acquisition channels

Lottery and wagering operators have traditionally used newsagents, pubs and clubs to sell tickets or host betting terminals, often through anonymous transactions. Fixed venue payments, sign-up commissions and deposit-handling fees rewarded outlets for providing space and service, but did not necessarily encourage them to convert players into registered customers that operators could reach again.

The new approach connects retailer economics more closely to productive turnover, customer registration and continued participation. Operators can remove some fixed payments and reinvest the savings in terminals, loyalty programs and the retail experience. The outlet then becomes an acquisition channel rather than merely a transaction point. Once a player registers, the operator can identify the customer, pay prizes and maintain contact across physical and digital channels.


Tabcorp has results; LTRCF is still negotiating

Tabcorp has disclosed operating results from its new model. More than 3,300 venues remain in its network, representing 97% of historical turnover. The change delivered an A$22 million FY2026 EBITDA benefit while supporting continued investment in retail, loyalty programs and next-generation terminals, for which the company expects returns of at least 25%.[2] The reinvestment means the EBITDA benefit should not be read as pure, permanent cost removal.

The Lottery Corporation has not yet quantified an outcome. It said more than 4 million Australians play its games each year without being registered, while its digital share rose 90 basis points in FY2026. The company is discussing broader commission arrangements with retailers and their associations, with objectives that include registering winners and building direct customer relationships.[1] Management has not disclosed the new formula, timing or economics, so this is evidence of direction rather than a replication of Tabcorp's results.


Commission terms may re-rank outlet value

If retailer compensation depends more on productive turnover and registered-player conversion, an outlet's value shifts from simply occupying a location to acquiring identifiable customers who participate again. Operators may direct more resources to high-conversion outlets and renegotiate with low-productivity locations, while gaining a fuller customer record across physical and digital channels.

The boundary is important. Tabcorp has reported financial benefits and network retention, but The Lottery Corporation remains in negotiations. Retailer acceptance, registration growth and the turnover generated by those customers still need to be observed. The two disclosures show that the role of the outlet is changing; they do not establish that the industry has completed a commission reset.


Companies exposed to this shift

  • Brightstar Lottery (BRSL): Brightstar upgraded more than 33,000 retail terminals in Italy and recruited about 23,000 retailers to activate MyLotteries Play digital accounts. That gives it similar exposure to retailers becoming registration channels, but does not establish a verified economic benefit.[3]
